I think there are three things worth distinguishing.

1. "Don't do these bad things."

2. "Don't talk about it when you do these bad things."

3. "For chrissake don't talk like you're doing these things when you're not even doing them."

1 and 3 are appropriate, 2 isn't. I agree that the lines are not always obvious.
