Yes clicking, not just viewing. Google counts visiting Youtube (while logged in) as using Google+. These are completely different metrics.

Not it isn't. If you visit
https://www.facebook.com/media/video/
Facebook counts it. Google just hosts their videos on a different domain. It is still the same Google Account.
